Pick a game. The server sends real ICMP packets to that game's region and reports min, average, max, jitter and packet loss. Nothing is estimated.

Average ping matters less than jitter and loss. A steady 90 ms plays better than a 40 ms line that spikes.
In order of how much they actually help. The first three are worth more than everything below them combined.
Packet loss is a fault, not a speed problem. Find where packets die, then fix that one hop.
